They said it was quite high and should be a competitive budget for this division.

I took 'existing budget' to mean what is currently being spent on player wages at the moment. In that sense it is already accounted for unless we let players go to free some of it up. From that point of view it is already spent, even if it's not actually spent until the money is transferred from club account to player account!
Anyway about Hemmings. Good luck to the lad but he never really convinced me. If his wages pay for three massive CBs and a target man that'll be a bargain.

1 Neal Ardley did say in an interview the budget was spent. I thought it was a bit of an odd thing to say. Allocated yes, which is what I think he meant, but not “spent” because that makes no sense.
2 Look at Hemmings record, as far as I can see he was almost guaranteed to provide 15 goals a season and was doing it with his previous clubs and got 14 for us, that why he was seen as a valuable player in L2 and why he was wanted back by his previous club. Not his fault we gave him a poor team to be part of.
I'll do the Maths for you. He has played 9 full seasons and has 81 goals, which is 9 per season on average. In England he got 3 in 23 for Barnsley, 6 in 40 for Oxford, 15 in 37 for Mansfield and 13 in 32 for Notts. That's 37 in 132 league games. Just over 9 per season and a ratio of 0.28. Uninformed, my arse.
A stat like that probably justifies letting him go in my opinion based on the not inconsiderable wage he will be on. How surprising that once again we are looking for a striker having been largely let down by the ones we have brought in. The last regular scorer was still Lee Hughes and before that I believe Jason Lee! I am not sure who it was before Jason Lee ( who was hardly prolific) but it might even be Heffernan Stallard or Alsopp! ( I have removed Grant as he was not brought in to score goals and was a loan). Our lack of a decent forward for eons has been an absolute disgrace. How we have totally managed never to even get lucky with a striker performing above their station beggars belief.
