Yes. They aren't smart enough to be making any political statement.
They were just "noising the cnut up", which is not sophisticated but rather satisfying especially if it elicited a reaction from him.

A politician and football referee are the two most unpopular jobs in the country. If the Celtic fans had more than one braincell between them they could have come up with a funnier or more imaginitive insult than calling him a C**t. But they didn't.
