    I don't have a problem with anything aimed at speeding the game up or reducing time wasting but I don't understand why they don't simply have a clock that stops for everything the referee is supposed to add extra time for, much like what happens in rugby.

    No, I believe it's just the casual holding/strolling for now. Both are a problem.
