Just had a quick scan on t'net and no they can't recall them at short notice but they can during the January window or by written consent of both clubs and the player.
Read that Liverpool aren't loaning out any of their under 21's because of those reasons.

Season-long loans
What's the rules now ?
Can they be recalled by parent club ?
If we send back, presume we still have to pay their wages ?
Sounds like JFC had a good game yesterday. Will be great competition for places with Frecks and now Vaulks.

From what I read that's correct. But at least with that rule it doesn't leave teams totally in the mire.
