F.I.F.A. Introduce New Rules on Loan Players from 2024

F.I.F.A. are to introduce new rules on loan players going to other clubs from 2024,
with new rules being brought in to stop clubs hoarding talent, so capping the total
    number.
From 2024 teams will be allowed to send just 6 players out on loan per season,
though exemptions will be made for under21 players, & academy graduates.
The new rule has sent tremors around Europe, with the rich clubs having a tendency
to stockpile young players, & farm them out to their feeder clubs.
Chelsea & Manchester City are 2 prominent teams in the premier, who will feel the
new rule, with them having a tendency to send players out on loan, with Chelsea
being one of the biggest clubs doing it.
Vitesse Arnhem F.C. in Holland, being a feeder club for Chelsea since 2010, with
at least 29 players being sent to this club from Chelsea.
Been reported Chelsea have signed players, with no intention of ever using them
in the 1st team, sending them out on loan, & trying to get a decent re-sale price.

Two players familiar to Miller supporters, who were sent to Vitesse Arnhem were
    Izzy Brown & Jamal Blackman.

Mason Mount, Nermanja Matic & Dominic Solanke were 3 players also sent to
    Vitesse Arnhem.

Nermanja Matic - Chelsea to Vitesse [feeder club] sold to Benfica, Chelsea bought
the player back & sold him to Man Utd for £35m.

Chelsea lost money on Dominic Solanke, sent to Vitesse Arnhem, the player didn't
like the loan system, let his contract run out, then signed for Liverpool, didn't make
it at Liverpool, who sold the player for £19m to Bournemouth.
Looks like the big rich clubs of Europe will be trying to off load players for money
in the transfer windows, up to 2024.

    So others get penalised ?
How about capping how many they can have at anyone club, it’s a joke that some have that many players that won’t get anywhere near first team
