A friend of mine is a Luton fan and he first told me they were building a new ground around 1989
One thing they have done is stick with their Manager albeit with a brief unsuccessful stint at stoke
Ex teammate of Warney at Yeovil
Planning permission granted and opening slated for 2024 so they need to get a move on. I guess if they make the Prem. they'll have to make do with the sub 11,000 capacity at Kenilworth Road or look to ground share, closest being Watford. They did at one time look to move to MK as MK Hatters bit that was strongly rejected so a ground share with MK Dons might not be met with much appreciation although it has a 8,000 bigger capacity than Vicarage Road.

It’s all the other requirements of prem that becomes the problems to overcome…Even sheff utd which you would have thought was well equipped needed to adapt…such as media connections and extra space for press/radio….the quality of floodlights etc..all the other technology the comes with broadcasting etc…
