Essentially, Swansea, Cardiff, Wrexham and Newport would play in the EFL, FA, Carabao and presumably the JPT as well as the Welsh League Cup. They would forfeit the right to qualify for Europe via the English competitions but have that chance via the Welsh League Cup.
Interestingly, if a club gets to the PL, they can opt out of the Welsh League Cup.

We discussed this briefly on the radio last night. General consensus was if you want the massively improved chance of Euro football via the Welsh League Cup then go and ply your trade in the Welsh leagues!
However, with with the Euro's in 2028 being a UK and Ireland tournament it probably suits the FA to let this happen.
My personal view is that if Welsh clubs play in the English leagues, they have to come under the English FA. Quite a few times Welsh teams players have escaped punishment by the Welsh FA being lenient for their clubs players playing in English competitions. Need to make a choice

They should choose, either play in the English league or go and play in the Welsh leagues, simple really. I feel for the Welsh clubs that play in that league already who righly so have the chance of playing European football being taken away from them!!
I think if they want to pursue the Welsh League Cup then they ultimately should play in the Welsh League. I do not like the idea of flicking between.
