I can probably save the government a lot of money by setting out the answer. Its down to that idiotic streak in some fans of all persuasions. There will always be some who decide that being offensive is fun. How will governmental engagement help.

If culprits are identified, then ban from grounds for a season. Second offence - lifetime. Simples. Except of course identification of guilty parties isn't always so easy.

The government has better things to spend its limited resources on than investigating something that everyone knows is going on.

The cure, aside from the banning when caught, lies at the core of society. It's not a football problem. It's primarily an education issue. Football can't cure that.
