I don’t think so.
I think that if you finish on level points ( both on 4 ) then it’s your result against the team you’re tied with that count.
That match result itself becomes the tiebreaker.

Just checked the rules and you’re right.
In the EURO’s the method i described is used.
In this World Cup it’s goal difference first and the result only comes into play if everything else is tied.
