I would imagine that their record will be expunged, and the league will carry on with 9 teams. There will have to be some jiggery-pokery with promotions and relegations, possibly the cancellation of relegation from League Two and the winner of the Highland/Lowland play-off going straight into the league.
Administration is happening next week for them. A 15 point deduction is on the cards.
Liquidation is terminal, though administration isn’t and in the latter event the administrators would be obliged to sell off ICT’s assets to try to keep the Club liquid - eg TGI Friday’s news this week where the two Aberdeen venues, amongst others, were saved by being acquired by another entity. ICT’s Assets will be the stadium and of course the players but those worth keeping will likely be the players who the administrators would ideally look to sell, so it’s not looking great. And there’s also the claimed Directors loans, as well as the preferred creditors (HMRC, Customs and Excise etc) who’ll have first call. Messy.
