According to FA figures, Burton Albion paid a net total of £163,331 to agents and/or intermediaries between February 2 2016 and January 31 this year, the lowest in the Championship.
Barnsley (£188,209) and Rotherham United (£261,633) were the next up on the list in the second tier, with champions Newcastle United the biggest spenders with a net total of £10,449,578 paid to agents and intermediaries.
Down in the National League, meanwhile, Forest Green spent £174,613 - £11,000 more than Albion.
Wrexham AFC spent the division's next highest net total with £26,032, with Lincoln City - promoted automatically as champions - totalling £24,652 in agents or intermediary fees.
