The parachute payments in football

Do they have them in Championship, League's one and two ?
Looking over the last few years Team's relegated from the Premier more often than not are either Promoted back up or challenging for Promotion , it seems to be the same teams eg Fulham, Norwich, Watford, West Brom , they all seem happy enough yo yoing and getting paid well for failing , no doubt their respective owners are happy too, should there be Parachute Payments ? Possibly for 1 year only would be my choice , not each time, and not more than once in 5 years would make things fairer for other Club's , it's a good money business for the above named club's +,

I always think the Norwich owners make a bob or two on their up down exploits.

Don't blame them btw.

At least they back a club with some dosh from the outset.
