Of course. But why wait? The government know who the poor are, their addresses will be known at food banks and GP surgeries, all it needs is a computer to find out.

Ply them with food, take photos, from a distance, but the food will be card board. Fill the houses with free electric and gas. Electrocute someone, film it, them turn the electric off.

Likewise with gas, film the gas going in, blow a house up, with people in it, with people flying everywhere, hands and legs cartwheeling. Then turn the gas off.

Whats really needed isnt piecemeal, but some such on a larger scale. Have an underground bunker, with steps leading down. Above the entrance put up a sign with handouts here, and free money above.
