Is the only way you can post a picture or video from the web? When I tried to upload from my own computer the forum asked me for the URL of the picture or video. What if it doesn't have one? Can I not upload my own pictures/videos or have I misunderstood something? (Very likely)

No you can't do that any more. You can only link to external sites where photos/videos are stored e.g. YouTube
