Yes as much as you want. But what's the problem if these hill are empty,why not build towns on them? If Israeli's want to build on those barren hills,what good are they left arid and barren?

We know that the Beduoin Arabs move from place to place in search of water and grass,for their livestock.They do not buy land.The Judaean Desert has an average annual rainfall of 47mm. Notice as nothing grows on those mountain tops any rain ( not much,) just runs off the hill, that creates 'Flash floods '.So in winter I can be dangerous, even rain near Jerusalem ,can find its way to the Dead Sea area.
So nobody buys land ,if they did they would have to put it to some use! If you have a few millions stashed away somewhere I can buy this land ,stake a claim to it etc ??

All I can see are lumps of sand Balan. I know for certain if I arrive with my dumper truck and start shovelling it, someone will go, " Hang on mate, I own this land!"
