As for Scotland? Seems tae me that the UK has habitually 'borrowed' Scotland's entire GDP on an annual basis ... but rather that pay back with interest, 'repays' us somewhat less than that sum 'borrowed'.
I believe that if we were in control of our own finances, we would have less need to borrow - or at least be in control of what we borrow ... and how much 'assistance' we can give to our good neighbours down south.
