The Met were repeatedly asked to investigate - they refused (until asked to intervene now by the other side?).
When Gray was commissioned with the task, the Govt was probably hoping she'd be 'a safe pair of hands'. They would have been alerted in the interviews that she was actually doing her job and would report the truth. So hit the panic button and got the police to sit on it for a few months and bury it later?
