You need to read up about the whole situation as far as Venezuelan oil is concerned. They have managed to cock up a very profitable business into a far from stable organisation in the last 27 years and seem to be getting further and further in debt to the Chinese who have been pouring money into the Caribbean Islands and parts of South America.
