That’s why there simply cannot be a one size fits all solution.

For those who a) don’t want to learn b) don’t want to rehabilitate (in reality) c) are habitual criminals, we will need a different solution.
Perhaps that is simply longer and more basic incarceration unfortunately.

But for others education, training or even just working could reduce their sentence and provide a better solution.

I’m not saying give up on anyone, but if someone wants to sit on their arse everyday whatever the encouragement, then they should do so for the full sentence and without “perks”.

Otherwise there simply is no incentive/ deterrent.

It’s not easy, and can only be a long term solution, which our political system won’t allow.
