I doubt if there was ever a policy of plan to deal with Covid.
The politicians in the U.K. decided to listen to the views of scientists who also did not know what they were doing.

There was a pandemic plan in place since 2004, Sweden adopted it, the UK and the devolved bits of it abandoned it.
