With respect to PD - have you ever met and spoken to him? I have and I can assure you he is not like any other COO I have ever met. Don’t mistake RUFC with a large commercial operation, it’s a tin pot outfit with next to no infrastructure or system behind the facade. PD is therefore nothing more than a glorified office manager with Karen akin to an Accounts Clerk.
Unfortunately your description of people's roles is spot on but that's what you get in an autocracy.
It's not really fair for people to criticise employees who are given fancy titles but have minimum authority to make decisions.
