That's not what Swale is saying at all. He is simply saying that throwing money at it is only part of the solution - I don't think many would disagree with that. Of course you need to invest money in players but you also need to know which players, what tactics to use, how to man manage and various other things. We currently seem to have most of that in place - some clubs, like Forest, do not.
