As long as it don't involved money, they cannot pay for a loan player, so not sure who will loan out good players for free

Financial Fair Play Toothless
I see Florest and Blackburn have been banned from signing any players in the January transfer window. They can still sign players on loan though. What kind of a punishment is that. Bet their owners are laughing out loud. Just shows FFP is a load of cobblers.

They can also sign players on a one in one out basis.
