I use Diesel Alf, The Asda petrol station in Croydon that I use just before Christmas was priced @ £1:18 and at the time I read on ClaretsMad that the Asda in Burnley was 4p cheaper, I know its gone down 3/4 pence since then though, and as you say it jumps up as soon as a barrel price goes up, yet we wait weeks for any (if any) reduction in price when the barrel price drops

Don't expect it to last long, and just remember that oil is still a finite resource. The present glut is to due to fracking in the US. The oil companies are tapping into the sweet sites which is like cream on the top of the coffee. These aren't expected to last long, just short term profits and then prices will escalate again. If you think we can do the same in this country, forget it. We don't appear have any of these so-called sweet sites and if the fracking companies continue here then there will likely be a revolution in Middle England.

Fracking eh, not looked into this at all, but I know there is a lot of negativity with folk worried about subsidence and the like.
