Having said that, it was probably big bad Westminster's fault.
Aye if phuckin was !! The Tories at Westminster scrapped it. The consequentials of the English subsidy would have funded part of the Scottish subsidy. Or are you saying that having lost the Scottish subsidy in the block grant, the Scottish parliament should fund the whole out of a diminishing block grant, down 20% since 2007 in real terms, another 6% cut on its way?

Spin and part truth...... The Britnat Unionist way !

Are you really as thick as you seem ? Now read this very slowly The Westminster Government cut the subsidy through the block grant. Now if Swinney does not have that money anymore how can he hand it out out in Subsidies ? The Barnett Formula dictates, that if less money is available on English expediture, that will reduce the amount paid to Scotland, Wales and N. Ireland !
Osborne when in charge cut subsidies to renewables, therefor that is part of the Scottish Block Grant being reduced by another £500 million for 2016. So if you want to be totally pedantic yes it was Swinney who stopped handing out cash he didn't have anymore. Jezzo are they all that thick in Dundee .. No they can't be they voted YES. but there's always one

    Pedantic

So it WAS the SNP that cut the tax.

Could he not have raised taxes to cover it? I would happily pay more if it helps Scotland and the Scottish people.

You got there eventually after first denying it was the SNP that scrapped it. You had to be dragged kicking and screaming to do it though
