No i don't think he's mobile enough anymore to play at international level in a team like England who like to play the ball quickly. Always thought Rooney slowed the game down when playing deep and was too slow sometimes to react to passes as well which had an overall affect on the team. His best position is number 10 imo but that is also where Dele Alli plays and he would never get in ahead of him nowadays.
