Im pretty sure everyone on here who is against it will jump on this, but the reality seems to be that they want to put the application in with all the recommendations that were going to come yesterday already accounted for, to initiate a smooth consent on the application, to remove all the backwards and forward stuff.
Ironically, this will likely speed up the process rather than 'delay' it.
Of course, there is always the possibility that SM had a main backer setup who has pulled out, but I very much doubt it.

As regard the planning pullout, I haven't got a clue what's happening.
Obviously it was going to be rejected and they've managed to stop (or delay) that.
I'm an honest loon (too stupid to be anything else) so I can't comment on what may be going on behind the scenes.
