The Inquiry concluded that whilst they were a small number who arrived at Hillsborough that day without tickets it was the failure to process the huge number of fans who arrived late that contributed mainly to the tragedy , many arrived late because of problems on the M62 .

The number of fans who travelled without tickets was probably consistent with practically every other big club who played in an FA cup semi final in those days .

Bear in mind these aren't simply my opinions they are the findings of an official inquiry .
