Then, when the EFL have grasped the nettle and taken that difficult decision, it must urgently review its processes and be prepared to implement radical change with the objective of preventing similar situations happen again.
None of this will happen of course and ineptitude will remain the order of the day.
The EFL has to operate within its own rules. It can't suddenly decide to do its own thing and expel clubs on a whim. If it did, it would end up in court.

Thete's probably room for changing the rules - perhaps to create a requirement that clubs demonstrate their viabilty prior to the start of the season.

Bolton need to be dealt with - within the rules of the competition - for unilaterally calling off the Doncaster game and there is no reason to believe that they won't be.

In the case of Bury, I think the EFL has been generous with time, but that's probably because they are trying to keep the club alive.
