What's the point in having procedures if they are so weak and inadequate that it allows them to endorse such an inappropriate individual. It's bordering on negligent.

They couldn't bar him because he didn't fail the test (and wouldn't today).

I get that you would you change the rules, but how would you do it? Bear in mind that the test has to be based upon transparent, reasonable and rational criteria.
