Look at the article you quote. It refers to a 60,000 seater stadium. That entire area behind the goal which was supposed to be empty as the concrete of the terracing (STANDING) was crumbling and unsafe. It also doesn't mention that it was the police, UEFA and the Stadium Authorities who decided to allow the, mainly Italian, ticketless fans in. It was NOT, as the article claims, Italians with tickets bought from travel agencies, at least not genuine match tickets at any rate.

There are more inaccuracies in that article but that won't bother you as the artcle supports what you want to believe.
