    If the deadline is 17:00 and that has passed, why are we still waiting on whoever to vote. Or have they voted and and it hasn't been received yet.

    Enough clubs in the Premiership,league 1 and 2 have voted for the proposal is what i am reading.

    If 7 out of 9 have voted then that is over 75% that should be job done

    Yeah you're correct there, however there is only one non-voting club from the lower leagues, not two.

    According to this, someone from The Premiership has not voted.

    Depends on the wording of the proposal I guess. Wouldn't surprise me if the SPFL hadn't covered this in the legalities.
