You’ll never get a full handbook on every variable and you can never eradicate all risks, if employees remain unhappy with the social distancing in place at work, they should report it to their local authority or the HSE who can force an employer to take further action.
Most companies I’ve interacted with have quickly adapted. Even our corner shop has put a plastic screen at the counter and limits people in. Supermarkets have workers with full visors at the self scans when the scanner gets stuck. The economy has to get moving again, if you can work from home fair enough but if you can’t as a business owner I wouldn’t just be sitting back saying see you in 3 weeks, I’d be preparing my company to be Covid safe and starting limited phase return rather than everyone back in 3 weeks time.
