I've just checked on the EFL website and to be honest there are several sections containing and describing rules, regulations, governance, etc. I couldn't be bothered to read everything but there are some items that make interesting reading (believe it or not!).

The EFL should get this season "finished" sharpish, if all of their member clubs are expected to fulfil the below regulations:

34.2.5 Each Club shall, not later than 30 June prior to the commencement of the following Season, provide to The League a ground/zone plan together with associated ticket prices (‘Pricing Plan’). The Pricing Plan shall be accompanied by the Club’s ground registration form.

This also links into the fact that most player contracts are set up to run out at around that date and the member clubs (apart from play-off contenders??) would ordinarily be issuing retained & released lists around now.

They will also need to change their rules if they decide to play behind closed doors.

33.1 Behind closed doors. Save with the consent of The League or as a consequence of any disciplinary or regulatory proceedings, no Club may play any League or Cup Match behind closed doors so that the public are excluded from the ground.

I have no doubt there are numerous other minor and/or major rule changes that will be required and they will have to ensure that everything is correctly amended & agreed, by all members before they proceed. Otherwise they will be facing actions from aggrieved club chairman and their legal teams.

Couldn't see anything about any requirements for the "League" or the "Board" showing strong leadership or guidance......wonder if its in there anywhere??

Haven't we fallen over a little with the 'easier' games prior to lockdown?

    True

But there’s no guarantee we would lose if we carried on playing and there’s no guarantee Coventry would win all there’s ether anything can happen in football

The EFL stated that they wanted to end the season early via PPG!
They wanted to send coventry and Rotherham up then do teams 3-6th via PPG in play offs!
    HOWEVER!
Due to the rebel clubs wanting to play on a vote now needs to take place with the winners decided by most votes!

The rebel clubs big issue is with second place Rotherham!
Peterborough’s Barry Fry has confirmed that he has no issue with Coventry winning the title but he finds in unfair to promote Rotherham due to them being easier to catch

League One: Clubs resume talks over whether to continue or end season.

    http://www.bbc.co.uk/sport/football/52737200

Catlin believes the debate in League One stems from the differences in size between clubs in the third tier.

At one end, there are clubs like Sunderland and Portsmouth, who are former Premier League sides, while others such as Tranmere and AFC Wimbledon have played in non-league football in the past decade.

"I liken it to an elastic band, where the Championship is on one side and League Two's on the other," said Catlin.

"Somewhere in the middle is League One where you've got a split of larger clubs in regards to supporter bases, your Portsmouth's, Sunderland, Ipswich, Peterborough, your larger clubs at that end.?

"Then at the other end of the table you've got a lot of smaller clubs, and the lower half of League One seem to be aligning themselves with the League Two position and the non-league position, while the Championship and the Premier League, the larger clubs are aligning themselves with that position."
