"Whoever"? You need to ask? "One swallow doth not a summer make". If Rod or Koch turn out ok, happy days, but even if they do Orta is about as much use as a DoF as a chocolate teapot.

Orta won't be scouting directly in Germany for our requirements. There will be paid people there reporting back and suggesting options all the time. He is the one doing the deals, so ultimately takes responsibility, but our choices there will be based on reports to him - they are clearly not doing their job very well in that country.

Let's hope Koch proves to be the exception.
