If your neighbours son as declared at the airport that his travelling reason is for holiday or leisure then he will be refused to board a plane. He must show the reason for travel is essential. Not sure how easy it is to be economical with the truth about travelling abroad as carriers/hauliers may require some proof, whatever that may be. But if one states that the journey is essential because a member of a family was ill then that would suffice
