I suppose you could argue that 0 to 4 equals 1 to 5 but it will be the perception in the eyes of the public that in England (news of which will of course be seen in Scotland) reaching level 1 will still be in the restrictions and below 1 the removal of all said curbs. This will be looked upon as a level 0 of sorts and given that our release dates may well continue to be behind down south we could still be in our level 0 at the same time. Good luck trying to get the general public to understand and adhere to the still noticeable restrictions in 'our' level 0.
Got to admit to being a bit shocked the restrictions in level zero but if england is open in june,we wont be far behind and the tier system will be binned.
