At that time there was political pressure to get the cost of these large scale projects off the Government balance sheet.
PFI contracts were originally introduced by the Conservative Government but they never used the scheme.
However the Blair Labour government from 1997 used PFI contracts on a wide scale
A lot of people condemned PFI contracts but they had a lot of good points. At the end of a 25 year PFI contract the building or road must be returned in the same condition as it was when it was newly built. This means that the building or road must be kept in ‘tip top’ condition and not left to deteriorate due to a lack of maintenance.
The dual carriageway from Claypotts Roundabout to Arbroath was built under a PFI scheme and it was finished six months ahead of schedule. Potholes are promptly repaired under the terms of the PFI scheme otherwise the companies who tendered and won the PFI contract will not receive their monthly payment.
