Phild I agree with your point on capacity, as you say every single year there are headlines around winter pressures so by now the system should be more resilient

So surely a normal difficult winter, a cancer backlog and a respiratory disease that may or may not cause a serious increase in hospital admissions would lead to an unplannable challenge on services, no? How far can it possibly stretch before it falls down?
