Do civil servants not have a duty to the public, when crackpot ministers dream up psychotic policies that avoid parliamentary scrutiny, are more than likely unlawful & are a massive burden on the taxpayer?

Civil servants are paid with taxpayer money to implement the elected representative's instructions.

But they also need to advise on wee things like legality and costings.
My understanding is that civil servants said to Priti Vacant "This contravenes international law and will be hugely non-cost-effective, so dinna be so fu cking stupid".
So Vacant says "Nae geein' a fu ck about laws and cost, it's what the knuckle draggers that vote for us want. Here's a ministerial directive. Crack on.".
I'm guessing that's close to word for word what went on.
