    The Barnett Formula was introduced by Joel Barnett who was a Labour Government minister.
    I do not know the name of the French and Belgian equivalent schemes that bankrolled their own colonial countries before these countries decided that they wanted to become an independent country.

    Of course there has to be one off payments at the point of separation. Any country that's given money over time to a parent nation to help that parent nation fund itself has to get some compensation; otherwise it's theft. Mind you we are talking English Tories so that probably wouldn't phase them.

    What would you suggest was a reasonable dowry?
