Thos may not be the case in January as I understand it.
The transfer embargo ment they could only loan players for 6 month or sign free agents on 12 month deals. After the takeover was done the embargo allows them to offer contracts longer than12 month and pay a loan fee for 12 month. Derby forum thinks it will be another 3 windows before they can buy players.

Summer signings could confirm this as all 12 new players were out of contract
