Liverpool does have the higher rate, but I'm curious why you've jumped between completely different metrics? Comparing "x in 1000" to a percentage of the national average tells us nothing.

E.g. If the national average was 50 crimes in 1000 then Liverpool's 147% would be 74 per 1000 and Rotherham's crime rate would be at 208%.

Liverpool is actually at 128 for comparison.
