Yes they can BT, as usual it seems you're not in full possession of the facts, the Rafah crossing is operational allowing access to and from Egypt, although Al Jazeera reports that Egypt does not appear particularly welcoming to the good citizens of Gaza.

This has forced many Palestinians in Gaza to pay expensive and unofficial “coordination fees” to the Egyptian side to be able to leave during the limited days the crossing is open. Palestinian passengers also often complain about the behaviour of Egyptian security personnel, and what they describe as frequently humiliating searches. These measures can prolong the trip between Rafah and Cairo airport by up to 72 hours in some cases."

Once again the above makes no sense, if it costs $10,000 to make the crossing there must be some very wealthy people in Gaza, which may well be the case, I wouldn't know. In 2021 there were 189,000 crossings at Rafah, in 2022 there have been 254,000. Almost half a million people have used the Rafah crossing in two years, but in your fantasy world the people of Gaza are incarcerated.

Following your stats, I have just been on the 'phone to an old business mate of mine now living back in Egypt. He says for "internationals" all you need is shed loads of dosh to leave the Strip.

He totally refutes any suggestion that "ordinary" Palestinians can leave. Refusal of permits and lack of funds being cited as the main difficulties. In a not very Christmassy rant he also suggested that's the best place for them, I'd forgotten he's not at all fond of Palestinians.
