Following your stats, I have just been on the 'phone to an old business mate of mine now living back in Egypt. He says for "internationals" all you need is shed loads of dosh to leave the Strip.

He totally refutes any suggestion that "ordinary" Palestinians can leave. Refusal of permits and lack of funds being cited as the main difficulties. In a not very Christmassy rant he also suggested that's the best place for them, I'd forgotten he's not at all fond of Palestinians.
