I propose that the FA/EFL start to look to set up a system where they deduct points from any club, season ending, that overspends on player purchase/wages against incoming income.

This would soon make a dramatic effect/change and make those that break the rules but, always seem to get away with it, think twice about doing so.
Brin, Queens Park Rangers were punished for over spending -

QPR agreed a settlement of nearly £42m with the English Football League [EFL] to end a
Financial Fair Play [FFP] dispute, on the 27th July 2018.

The £10.2m owed I mentioned must be what is still owed to the Financial Fair Play [FFP]
agreement, which the championship club agreed to pay, so they will have paid £31.8m from
the agreement in 2018.
