The simple solution in my opinion is to stop playing in match play competitions until this shambles gets sorted out.
The previous handicap system with people going up 0.1 or their handicap being reduced by 0.1, 0.2, 0.3 or 0.4 for each stroke under the Competition Standard Score (CSS) depending on their handicap category encouraged ‘pot hunters’.
It look a long time for golfers to get to their true handicap and in the meantime they won a lot of match play competitions.
Back then golfers could have their handicap reduced by reputation but it rarely happened.
I know of one member of Downfield GC who had their handicap of 18 reduced by reputation after this golfer qualified for the scratch section of the Craws Nest Tassie at Carnoustie.
    Who was that?
