People make comparisons on the assumption that managers are competing on an even playing field.

Actual wage bill for Luton Town for the year ending June 30th 2022 was £17.825m. The wage bill at Rotherham was £5.82m in the same year (£7.26m the year before when in the championship)

Luton did it incrementally by adding just 2/3 quality players per season
After 3 or so years in the cship they’re now a very good side
I presume that they did this for financial reasons but also to carefully set up an ideal squad for this league
They’ve also had numerous changes of manager too
If Nathan Jones wanted a good crack at the prem then maybe he should have stayed put

It doesn't say that they are speaking to anyone else for new deals.

Common sense to sort out the ones expiring first, if they don’t re-sign then we know what we need to fetch in. But I do agree we need to look at the others and try to extend their contracts.

He appeared to be perfectly capable when we chucked him in at the deep end, should Vickers leave I would have given him his chance in the cups etc.

Yes but it doesn't meant they aren't speaking to them. Rathbone and Wiles are still under contract so there's no need to inform the fans of any discussions that might be happening.

The club announcement doesn't say it at all, it just depends how you want to interpret it.
