IMO, Warne gets slated, in regard to recruitment, to an extent that outweighs his influence in it. If players decide they can get more money elsewhere, it's unlikely they will have spoken to PW.
I'm sure Warne has his contacts, but in the end, it all depends upon whether the player requires a transfer fee and whether he can afford it on the budget, or if free, whether the player is willing to accept the wages offered.

I mean given the millions that Morris's various managers splurged on players many of whom didn't perform, I'd have to say Warne is doing pretty well for nil outlay!
