With the 3-5 year delay to developing the Abbey, why the wait?, it does bring to mind the "pumping up the tyres" approach by Barry. What this means is that the infrastructure comes first.

The training ground, then the ground. The ground is 3-5 YEARS away, some of you, maybe me, will be morte by then.

That means any spending on the team is 3-5 years away, easily 5, maybe more.

3-5 years of Haunstroppers, Couzens, lame nags of all sorts. Even then, as Barry said, he wont spend more than the club would normally spend.
